- 2 tablespoons unsalted butter
- 2 tablespoons all-purpose flour
- 2 cups whole milk
- 1 ½ cups shredded sharp cheddar cheese
- ½ cup shredded mozzarella cheese
- ½ teaspoon garlic powder
- ½ teaspoon onion powder
- ½ teaspoon mustard powder
- Salt and pepper to taste
- ¼ cup grated Parmesan cheese

Instructions
- Cook Ramen Noodles: Cook ramen noodles according to package instructions, drain, and set aside.
- Make Cheese Sauce: In a medium saucepan, melt butter over medium heat. Whisk in flour and cook for 1–2 minutes to form a roux. Gradually add milk, whisking constantly to prevent lumps. Cook until sauce thickens, about 4–5 minutes.
- Add Cheese and Seasonings: Remove from heat and stir in cheddar, mozzarella, garlic powder, onion powder, mustard powder, salt, and pepper until smooth.
- Combine Noodles and Sauce: Add cooked ramen noodles to the cheese sauce and stir to coat evenly.
- Serve: Transfer to a serving dish and sprinkle with Parmesan cheese. Garnish with chopped chives if desired. Serve warm.
